What would cause a cement volt buried six feet deep rise to the top of the ground?

Tonya, I assume by 'volt' you mean 'vault'?  Density would be the biggest driver if the conditions are right.  If the soil is loosely compacted and very wet, and the overall density of the vault is less than the overall density of the soil, then through time the vault would rise until equilibrium is achieved.
