I think that a really efficient and interesting way to teach weather in elementary school is to make it very hands on and visual. For example, I always liked it when my teachers did the activity with the tornado in a bottle. Also, taking "field trips" outside or to the window to observe the weather is effective and having children keep journals of what they see outside over the course of the year ...

In order to remedy this issue of having very little time to teach such important concepts, I think it is crucial for the teacher to make learning meaningful and be able to manage time efficiently. I would also try to link those lessons to whatever lessons precede and follow it by making smooth transitions that incorporate the material learned.
