Investing in some manipulatives that can be used over and over would be a good idea. Having games for even the boring things such as vocabulary. I have found that no matter the group size what works best is letting the students know what your expectations are beforehand. This has worked best for me thus far because students know what I will allow and what is not acceptable behavior before the hands on things begin!

Perhaps you could give out a sheet periodically reminding students what all they should have in their notebooks by this time. I have been in classes where the teacher lets us put our work wherever we would like and I have been in a class where it was much more structured and all the work done in class and handouts were on the left side while the personal notes and homework went on the right side. ...
