I think that demonstrations are another great engagement tool. There are many inexpensive things (such as a Newton's cradle) that students love to interact with, yet can help demonstrate concepts.

Our school does no allow extra credit. However, students that underperform on tests have the opportunity for grade recovery. They have to complete remediation work before taking a new test. They receive the higher score of their 2 tests, with a cap at 70 points. This helps struggling students.

I agree that Snap Circuits are awesome, but a bit pricey. I found a set at the local Goodwill thrift store.
Another option is buying battery holders, alligator clips, etc. from amazon.com.
