In order to have Inquiry in the classroom it's important to guide the students rather than lecturing them. Have them work together in groups and do an experiment together. Ask them what happens and why it's happening. Allow them to figure out the activity for themselves. This is a way to promote inquiry based learning in the class.

I think both motivations can work, but I would recommend using intrinsic motivation more rather than extrinsic. The reason I say this is because using too much extrinsic motivation will cause the student to expect to be rewarded every time they perform a task. I think Bill Nye is a great choice for the classroom. Personally, when I used to be in grade school I would look forward to watching his videos. The way he would present certain topics and experiments were so unique that to this day I remember some of the lessons he would go over in his videos.
