What is a good way to maintain a students involvement in the classroom before we reach the experiment/ hands on activity? Should every lesson include an activity?

You need to start with phenomena. You can start with a video or a demonstration that you do to pique their curiosity and interest. Do not front load the lesson with book work. Ask them questions about what they know and let them create questions to drive your instruction. I do the experiments first. It gives students something to attach the learning to and it deepens their understanding of the content because now, they know the 'why' of what they need to know.
