Students struggle with typing

My students have to take all assessments on Chromebooks, however, only a handful can type. They almost all hunt-and-pick keys. I would like to improve their reading and writing skills by decreasing the number of multiple-choice questions and having them do more short response and essay questions, but I feel this may be unfair since the students will spend more time typing their response than thinking about the answer. Does anyone have any suggestions or words of advice?

You could have students orally respond and record on an iPad so that they can listen to it and then write down their responses.

If they have Chromebooks and are using Google Suite apps, they can use the talk to text tool. Some kids get self concious,  so I allow them to go to different parts of the room for privacy. I also use Google Forms for short quizzes. To differentiate for my lower level learners, I give 3 options for multiple choice, a word bank for fill ins, and a claim evidence reasoning response (CER). I break up CER into 3 short answers so it acts as a graphic organizer. If I use a longer essay, I allow students to use notes because they have to use text evidence to support their answers.

Thank you for your advice. I have never heard of CER, but that would definitely be a great transistion tool to get students from fill-ins to writing full paragraphs.
