Is standardized testing a good way to assess progress in science, especially a school that uses Next Generation Science Standards

I think standardized testing can be a good tool to find strengths and weaknesses in science.  How much weight should be put on it is a school district vision and mission.  The big thing is: Are we teaching to the test to ensure the kids score high - or are we teaching the subject and using the test to uncover areas that need improvement or areas where we are enriching the kids.  Standardized testing can be a great tool but we have to use a lot of judgment using it.
