Middle School textbook decisions

We are in the process of changing our curriculum for 8th grade physical science. We currently use Science Curriculum Inc. Intro to Physical Science (IPS), and feel the need to enhance topics. Our school will be going 1:1 iPad in school year 2013-14. Our administration would like us to "not spend money" on textbooks, and put it towards technology. The questions is....do we create our own curriculum and resources (from scratch), use resources from American Chemical Society- Middle School Chemistry (free, digital,covers many of our existing topics, inquiry), or purchase a module from Lab-aids (Chemistry of Material, digital $8/student, will cover some of our topics(in a round about way), inquiry, STEM oriented, iPad friendly, all supplies in kit). Any thoughts would be greatly appreciated!
