Peggy,
I find that having a school garden is important for students to help them learn about the life cycles of plants and the processes of life, death and growth. I never had the opportunity to have a garden in elementary school and I feel that I would have gained a better understanding of plants at an earlier age. I think you should start the garden right away even if you live in a colder place...
