I have not found this to be true in my experience. I would be very rigorous in my evaluation of new materials and use the EQuIP rubric. The state of Oregon also recently evaluated textbook materials for alignment to NGSS and has a lot of materials available on the Oregon Department of Education dealing with textbook evaluation.
