I think it is very interesting to read how we can promote language proficiency in ELL students by using probing questions. These students need guidance from the teacher to understand what they are learning. ELL students may know what they are learning they just need help wording it correctly and that is where the teacher comes in with probing questions.
I believe a good place to start for ELL students or any students in general is looking at what the students already know. Proficiency comes with practice, any practice you can give students will help them in the long run. Probing questions can help call to students' background knowledge and will help to build language skills.
